Haryana Police to Upload Criminal Records of POs, Bail Jumpers to Facial Recognition System
DGP Ajay Singhal orders stronger CCTV surveillance, night patrolling; 2.72 lakh challans issued for vehicles without number plates, HSRPs
Panchkula, October 30: Haryana Director General of Police Ajay Singhal on Friday directed senior police officers to strengthen CCTV surveillance, update criminal records and intensify night patrolling and nakabandi across the state to improve crime prevention.
At a review meeting held at Police Headquarters in Panchkula, Singhal directed districts that have completed 100 per cent physical verification of active criminals to upload records of proclaimed offenders (POs), bail jumpers and most-wanted criminals to the Facial Recognition System (FRS) within the next two weeks.
According to the police, physical verification of 47,124 active criminals had been completed across Haryana as of October 29, while photographs of 29,416 criminals had been uploaded to the FRS. Eleven districts have completed 100 per cent verification of active criminal records.
The meeting also reviewed the functioning of CCTV cameras at police stations and police posts, night nakabandi, enforcement against vehicles without number plates or High Security Registration Plates (HSRPs), and response times of Emergency Response Vehicles (ERVs).
Haryana has 389 police stations and 327 police posts across 24 districts, with 6,644 CCTV cameras installed under a project implemented by the Haryana Police Housing Corporation. Singhal directed officers to ensure that all cameras remain operational and are installed at designated locations in accordance with Supreme Court directions.
He also ordered the constitution of a committee to inspect camera locations, identify technical faults and network-related issues, and ensure that deficiencies are rectified within a stipulated timeframe. Superintendents of Police have been directed to hold regular district-level reviews.
288 additional nakabandi points identified
Reviewing night checking arrangements, Singhal directed senior officers to personally supervise nakabandi and ensure effective monitoring of CCTV cameras at checking points.
The police have identified 288 additional nakabandi points besides 250 permanent nakas. Regular checking is also being conducted at 40 sensitive locations and border areas. The DGP directed district police chiefs to review the identified locations and make changes wherever required.
He stressed that nakabandi should not be treated as a formality and warned that accountability would be fixed in cases of negligence by personnel deployed at checking points.
Over 2.72 lakh challans issued
Haryana Police has issued 2,72,492 challans and impounded 22,269 vehicles for operating without number plates or HSRPs during a special enforcement drive launched on June 1. The figures cover the period up to October 28, 2026.
During the campaign, 31,22,168 vehicles were checked. Of the total challans issued, 1,14,566 were for vehicles without number plates and 1,57,926 for vehicles without HSRPs.
Singhal said vehicles operating without prescribed number plates or HSRPs posed challenges for law enforcement, as they were difficult to identify and could complicate criminal investigations. He directed officers to intensify enforcement and encourage vehicle owners to install HSRPs in accordance with the rules.
Focus on faster emergency response
The functioning of the Emergency Response Support System was also reviewed. Singhal directed officers to regularly monitor ERV personnel and analyse response-time data to ensure that police assistance reaches the spot as quickly as possible after an emergency call.
He emphasised that effective use of technology, inter-district coordination, regular monitoring and accountability were essential to strengthen crime prevention and maintain law and order.
Inspector General of Police (Law and Order) Rakesh Arya, Panchkula Police Commissioner Pankaj Nain, Deputy Inspector General of Police (Law and Order) Abhishek Jorwal and other senior officers attended the meeting. Officers from across Haryana also participated through video conferencing.
