Mohali : Big Blow to Mayor Amarjeet Singh Jitti Sidhu

 

Dawn Punjab Bureau / SAS Nagar : Punjab Local Bodies Department dealt a major blow to Mohali mayor Amarjeet Singh Sidhu by revoking the power of the Corporation’s Finance and Contracts Committee to spend a majority of Rs. 1 crore in the House saying that the Finance and Contracts Committee cannot incur any expenditure directly. Showing the letter issued by the Director Local Body to the media at a press conference held by Azad Group here today, Sukhdev Singh Patwari, Sarabjit Singh said that in a letter dated June 27, 2021 to the Commissioners of all Municipal Corporations, the Director Local Government Department said that Only after deliberation in the General House should any work be assigned to the Finance and Contract Committee.
Showing the letter issued by the Director Local Body to the media at a press conference held by Azad Group here today, Sukhdev Singh Patwari, Sarabjit Singh said that in a letter dated June 27, 2021 to the Commissioners of all Municipal Corporations, the Director Local Government Department said that Only after deliberation in the General House should any work be assigned to the Finance and Contract Committee.
This clearly means that only the House has the authority to pass a cost estimate for a work and only after the seal of the House is affixed can the work of contracting for a work be entrusted to the committee.
In the meeting held in the presence of Minister Balbir Singh Sidhu, the power to spend up to Rs 1 crore was given to the Finance and Contract Committee by a majority vote of the House, to which Leader of Opposition Sukhdev Singh Patwari objected. That with this decision the power of the House has been lost and the House has become smaller than the Finance and Contract Committee. He demanded that two members of the Opposition should be included in the committee to ensure transparency in the committee. The letter was signed by 12 councilors and was submitted to the commissioner as a dissenting opinion.
The letter from the director said that it has come to the notice of the government that proposals are submitted to the Municipal Corporations through the Finance and Contracts Committee which have to get the approval of the Government through the General House to get all the work of the committee confirmed by the General House. This ignores the provisions of the Punjab Municipal Corporation Act, 1976 and the instructions of the Government. The Director has directed all the Commissioners to strictly abide by the letter.

MC-Ramanpreet Kaur, Jaspal Singh Mataur, Rajiv Vishisht, Sarabjit Singh Samana, Karamjit Kaur, Gurmeet Kaur and Rajbir Kaur and senior members of Azad Group including Parminder Singh Sohana, Rajinder Kumar Sharma, Phulraj Singh, Harsimrat Singh Gill and Harwinder Singh were present in the press conference along with Rajinder Kumar Sharma, Harsimrat Singh Gill, Harvinder Singh Saini & Arvinder Singh Gosal.
