Read in detail what’s happened in war room meeting today

Dawn Punjab Bureau / Chandigarh :  Hon’ble Governor of Punjab and Administrator, UT Chandigarh, VP Singh Badnore today presided over War Room meeting.  The meeting was attended by  Dharam Pal, Adviser to the Administrator, UT, Chandigarh,  Arun Kumar Gupta, Principal Secretary Home and  Sanjay Baniwal, Director General of Police at Punjab Raj Bhawan. Sh. K.K. Yadav, Commissioner, Municipal Corporation,  Yashpal Garg, CEO, Chandigarh Housing Board, Sh. Vinod P. Kavle, Secretary IT,  SS Gill, Secretary Education and Deputy Commissioner Mohali, Director, PGIMER, Director Principal, GMCH-32 & Director Health Services, GMSH-16 attended through Video Conferencing.


1. Dr. Jagat Ram, Director PGIMER stated that they have 59 covid cases in PGIMER, out of which 05 belong to Chandigarh, 32 to Punjab, 11 to Haryana, 04 to Himachal Pradesh & 07 from other states.  He mentioned that they have tested 6915 samples and the positivity rate was 0.45% for Chandigarh. He also mentioned that even elective surgeries have been started by PGIMER now.  He further stated that they are doing about 140 surgeries daily and currently have about 1,600 patients admitted indoor.   The number of mucormycosis patients being received daily have drastically come down to about 3 to 4 patients per day.  The fatality of Mucormycosis cases has also come down to 11% in PGIMER.  He also informed that sero-survey for pediatric cases has been started in various parts of the city. The positivity rate in Sectors comes to 64% and for villages its 73%. Sero Survey in colonies has also been started from today.

Director, PGIMER further informed that 2,000 Liter Per Minute (LPM) oxygen plant will become functional by tomorrow.

Dr. Jasbinder Kaur, Director Principal, GMCH-32 stated that they have tested 4,582 covid samples and the positivity rate was found to be 0.4%. She also mentioned that there are 22 active cases of Mucormycosis (Black fungus), out of which 04 are likely to be discharged today. She apprised that surgeries have also been started in GMCH-32 and physical OPDs through online appointments have also been started from yesterday.

Dr. Amandeep Kang, Director Health Services stated that 10,921 covid samples have been tested for the city during last week and the positivity rate was 0.6%.  She mentioned that the overall recovery rate was 98.5% and fatality rate was 1.31%. She mentioned that 5,66,601 doses of vaccines have also been administered in Chandigarh so far.  Currently 26,199 doses are available and they are going to explore the possibility of starting mobile vaccination by using CTU buses vaccination from next week. She also stated that a Special Vaccination Camp would be arranged at Sukhna Lake soon.

2. Deputy Commissioner, Mohali stated that they have 188 active cases and Deputy Commissioner, UT, Chandigarh stated that they have 116 active cases.

3. Hon’ble Governor of Punjab and Administrator, UT expressed serious concern about over-crowding at Sukhna Lake and  directed the Police authorities to ensure strict  enforcement of Covid Appropriate Behaviour at Sukhna Lake and also to take necessary steps to deter the crowding at Sukhna lake. The Administrator also directed to consider the closure of Sukhna Lake during evenings of weekend, if the visitors at Sukhna Lake do not adhere to Covid protocols and such over-crowding is observed even after opening it for the whole day.

4. The Hon’ble Administrator also directed to ensure compliance of his earlier orders of cleaning of road gullies and all choes of the city, as monsoon is expected to arrive shortly.

5. After detailed discussions in the War Room, the following decisions were taken:-

 Selected swimming pools of Sports Department will be opened for the swimmers/players on the condition that all eligible players are administered at least one dose of vaccine and are tested after every fortnight.

 Liquor vends will be clubbed in the category of restaurants, bars and eateries and are allowed to open accordingly.

 The number of guests allowed for special gatherings like weddings would be increased to 100 or 50% capacity of the banquet hall etc., whichever is less. Further it would be mandatory for all guests and staff of the hotel/banquet hall to have received at least one dose of vaccine or to have a negative RTPCR report of last 72 hours.

 The restrictions on opening of Sukhna Lake for only 4 hours in the morning and 2 hours in the evening on Sundays are withdrawn, so that over-crowding during the restricted hours of opening is avoided.
